About This Scheme

New industrial policy of Uttar Pradesh offering capital investment subsidy, interest subsidy, stamp duty reimbursement and employment generation incentive for footwear and leather units.

The Uttar Pradesh Footwear, Leather and Non-Leather Sector Development Policy 2025 is a newly launched industrial policy of the Uttar Pradesh Government notified for the development of the footwear, leather and non-leather sectors across the state. It offers a package of fiscal incentives to new and existing units including capital investment subsidy on plant and machinery, interest subsidy on term loans, reimbursement of stamp duty and registration charges, exemption or reimbursement of electricity duty, and employment generation subsidy for units creating new jobs. The policy focuses on developing leather clusters in Kanpur, Unnao, Agra, Kanpur Dehat, Lucknow and Firozabad, promoting modern tanneries with common effluent treatment, and encouraging value addition, design development, technology upgradation and export of finished footwear and leather goods. Special incentives are available for units in designated leather clusters, for women-led enterprises and for units making substantial employment generation in rural areas. Applications are filed online through the Nivesh Mitra single-window portal of the state.

Eligibility

New and existing footwear, leather and non-leather manufacturing units established or expanded in Uttar Pradesh with a minimum investment and employment generation as notified in the policy. Units must hold valid registrations, environmental clearances where applicable and Udyam/MSME registration.

Who Can Apply

Footwear manufacturers, tanneries, leather goods and non-leather footwear units, component makers and export houses setting up or expanding units anywhere in Uttar Pradesh, including units in the Kanpur-Unnao, Agra and Lucknow leather clusters.

Who Cannot Apply

Units operating without the required environmental or statutory approvals, units declared defunct or closed before the policy period, applicants blacklisted by any government department, and units that have availed overlapping incentives for the same investment under another state policy.

Application Process

1. Register on the Nivesh Mitra portal (https://niveshmitra.up.nic.in) and log in as an entrepreneur. 2. Select the Uttar Pradesh Footwear, Leather and Non-Leather Sector Development Policy 2025 from the policy incentive list. 3. Fill the online application with project investment, employment generation, cluster location and incentive sought. 4. Upload Aadhaar Card, PAN Card, company or firm registration, Udyam Certificate, land and building documents, project report, bank documents, environmental clearance and Passport Photo. 5. The concerned department, along with the District Industrial Centre, verifies the documents and inspects the unit. 6. On approval the incentives are released in instalments as per policy milestones directly into the bank account through DBT.
