The 60-second version

Six things worth knowing before you use the service.

1

We file, you decide

We prepare and submit government forms for a fee. Which department approves your application is never our call.

2

Accuracy is on you

We check your details against your documents. If the details you give us are wrong, the application can still be rejected.

3

You are what you submit

You confirm that everything you upload and every form you ask us to file is true and yours.

4

Fees shown first

Every charge is shown before you pay, split into government fee and our service fee. Nothing extra is added later.

5

Rejections are refunded

If we file something and it is rejected, the exact amount charged goes back to your wallet.

6

We own the platform

Our guides, layout and code are ours. You may read and print them, but not republish them as your own.

1 Acceptance of these terms

By creating an account, uploading documents, or asking us to file a form, you agree to these Terms of Service, our Privacy Policy and our Refund Policy.

If you do not agree with any part of these terms, do not use the service. We will ask you to close your account instead. We may revise these terms from time to time; the “Last reviewed” date above always reflects the current version, and we will notify you of any material change before it takes effect.

2 Who we are

FORM FILL is a private online services company based in India. We are a business that helps individuals and businesses prepare and submit Indian government forms for a fee. We are not a government body, not a department, and not an authorised agent of any government department.

Read this carefully. Nothing on this site, in any guide or in any document we prepare, is legal, tax, financial or immigration advice. Government departments set and change their own rules, and we do not control their decisions.

3 Who may use the service

To open an account and ask us to file a form, you must:

  • Be at least 18 years old, or have a parent or guardian open and manage the account on your behalf.
  • Be legally able to enter a contract in India.
  • Hold, or be authorised to use, every document you submit for a particular application.
  • Use the service for your own purposes or for someone who has authorised you in writing.

We may decline or close an account if we cannot verify that a document belongs to you or that you are authorised to use it. We will tell you why.

4 What we actually do

We do We do not do
Prepare and submit government forms on your behalf Decide whether a department approves your application
Check your documents against the requirements we publish Guarantee an approval, a timeline or an outcome
Give you a dashboard to track status and documents Replace legal, tax or immigration advice
Publish free guides, checklists and government listings Represent any government department
Refund the amount charged when we file something that gets rejected Refund a government fee after it has been paid to a department
Tell you before we spend your money Charge anything that was not shown to you first

Some services require you to attend a government office yourself for a biometric capture, a police verification or an original-document check. Where that applies, we tell you clearly before we file anything.

5 Accounts and access

  • You are responsible for keeping your password and login secure. Tell us immediately if you think someone else has access.
  • Give accurate, current information at registration and keep it updated.
  • One account per person. Duplicate accounts used to game fees or refunds may be suspended without notice.
  • You may not share, resell or transfer an account, including to an agent or sub-agent.
  • We may ask you to verify your identity before we release documents or process a refund.

6 What you promise us

This is the part that protects you as much as it protects us. You confirm that:

  • Everything you tell us and upload is true, current and your own.
  • You are not submitting the same form twice to gain an advantage we have not agreed to.
  • You will not use the service to harass, defraud, impersonate or deceive anyone.
  • You understand that we rely on your information to fill a legal form, and wrong information can lead to rejection, penalties or legal consequences for you.
Knowingly providing false information on a government form is a criminal offence in India under the Information Technology Act and the Bharatiya Nyaya Sanhita. If you are unsure whether something you are declaring is true, stop and ask us before we file.

7 What you must not do

Using the service for any of the following is grounds for immediate suspension and, where money is involved, for us to retain it:

  • File a form containing false, fabricated or misleading information.
  • Use the platform for any illegal purpose, or to facilitate a fraud.
  • Attempt to access accounts, records or systems you are not authorised to see.
  • Interfere with, overload or disrupt the service, including through scraping or automated requests.
  • Copy, republish, resell or train a model on our guides, layout or code as your own.
  • Impersonate any person, government body, official or our staff member.
  • Upload malware, or content that is illegal, defamatory or infringes someone else's rights.

8 Fees, payment and refunds

FORM FILL is a paid service. Every charge is shown to you before you confirm anything, split into two parts so there is never any ambiguity about where the money goes.

Component 1

Government fee

Paid to the department, post office or authority that processes your form. Once it leaves us, we cannot recover it, so it is non-refundable except where the department itself refunds it.

Component 2

Our service fee

Pays for preparing, checking and submitting your form. This is refunded to your FORM FILL wallet if we file an application and it is rejected.

  • Payments run through encrypted, PCI-compliant gateways. We never see or store your card number, CVV or UPI PIN.
  • The minimum charge for any service is ₹1. We do not offer free applications.
  • Every application carries a charge. We will never quote a zero or a placeholder amount.
  • We do not add any fee that was not displayed on your payment screen.
  • Refunds follow our Refund Policy, which forms part of these terms.
Situation What happens to the money
You pay, we file, department rejects The exact amount charged for that application is credited back to your wallet.
We find a document problem before filing You are told and nothing is spent until you fix it.
You cancel before we file The amount charged for that application is credited back to your wallet.
Department refunds a government fee It goes to you as the department returns it. We pass it on unchanged.
You ask for a refund after the work is done Not refundable, because the service has been delivered.

9 Accuracy and document checks

Before we submit anything, we check your details against the documents you uploaded. That check catches the overwhelming majority of problems, but it cannot catch everything. We are responsible for our own work; you are responsible for the truth of what you give us.

The most common causes of a rejected application are:

  • The name, spelling or date of birth differs between your form and your identity document.
  • A certificate was issued after the scheme's document cutoff date.
  • An address proof is older than the permitted window, or is in someone else's name.
  • A photograph does not meet the specification the department published.

10 Intellectual property

Everything on FORM FILL — our written guides, checklists, scheme and job listings, page design, logos, icons, illustrations and source code — belongs to us or to our licensors and is protected by Indian and international intellectual property law.

You may, without asking:

  • Read and browse everything, including printing a page for your own records.
  • Quote a short extract from a guide with clear attribution and a link back.
  • Share a link to any of our pages.

You may not copy, republish, resell, scrape or create derivative works from our content or code without our written permission. Government documents and scheme names remain the property of the relevant department.

11 Disclaimers and limitation of liability

To the fullest extent Indian law allows, we are not liable for:

  • A government department rejecting or delaying your application, for any reason.
  • A change in government rules, fees or document requirements after we prepared your file.
  • Errors in government-issued records or in data we obtained from official sources.
  • Technical failure on a government portal or with a third-party system outside our control.
  • Loss arising from information you supplied that was wrong, out of date or incomplete.
  • Any use of the free guides in place of professional legal, tax or immigration advice.

The cap on our liability

Our total liability to you for anything connected with a service is limited to the amount you paid us for that specific service. This does not limit liability that cannot be limited by law, including liability for fraud, or for any personal injury or death caused by our negligence. Nothing here excludes rights you have under the Consumer Protection Act, 2019.

12 Suspension and termination

Who When What happens
You Any time You can request deletion from your dashboard or by email. We action it within 30 days.
You Breach these terms or the law We may suspend pending investigation, and close the account if the breach is serious.
Us Non-payment, or a chargeback we cannot recover We may suspend the account and any application in progress.
Us Any legitimate reason, such as a suspected security breach We will tell you why, unless doing so would be unlawful or reduce your protection.

Where an application is already filed with a department, closing your account does not withdraw it. Tell us if you want it withdrawn and we will try, but the department’s own rules apply from that point.

13 Changes to these terms

We may update these terms as our service or the law changes. The “Last reviewed” date at the top always shows the current version. For a material change we will email you and post a notice on this page at least 15 days before it takes effect. If you keep using the service after that date, the updated terms apply to you.

14 Disputes and governing law

We would rather sort it out than argue about it. If something goes wrong:

  1. 1 Raise it with support from your dashboard or by email. We respond within 2 working days.
  2. 2 If we cannot settle it, ask for escalation to our senior team, quoting your reference.
  3. 3 If it is still unresolved, the matter is governed by the laws of India and the courts of India have exclusive jurisdiction.

These terms are governed by and construed in accordance with the laws of India. Nothing in them limits any right you have under the Consumer Protection Act, 2019 or the Information Technology Act, 2000.
